Cogs and gears turning

It now looks old and  rusty.
Has this great tool been forgotten?
Will it still work?
But it appears to be all still intact.
Large handle, big and little cogs in place for pulling a heavy weights. 
Where is this?  In the corner of a foreign field just waiting to come back into action after a spray of oil.
